Rationale
The barangay is the smallest unit of local government in the Philippines, equivalent to a village or district in other countries. Each barangay has its own chairperson (Punong Barangay), supported by seven councilmen (Kagawad) and a youth group (Sangguniang Kabataan). Barangays are grouped into legislative districts, which are the recognized units in Congress.
