Rolando Joselito Delizo Bautista (born 15 October 1962) is a Philippine Army veteran and government official. Bautista is a former commanding general of the Philippine Army and was the commander of Joint Task Force Marawi, which fought the terrorist forces that attacked Marawi City in 2017. He is currently the secretary of the Department of Social Welfare and Development under the administration of President Rodrigo Duterte.

Rolando Joselito Bautista was born in Naguilian, La Union. He graduated from the Philippine Military Academy in 1985. He also completed specialization courses in intelligence and counter-terrorism such as the Armed Forces of the Philippines Command and General Staff Course at the AFP Command and General Staff College and the VIP Protective Detail Course at the US Embassy in Manila.[1]

Bautista spent a considerable amount of time in Luzon and Mindanao during his military career. From 2005 to 2007, he led the 73rd Infantry Battalion of the 10th Infantry Division, and from February 2012 to October 2013, he was the chief of the unified command staff of the AFP Northern Luzon Command. In 2014, he was the commander of the Joint Task Group Basilan and the 104th Infantry Brigade of the 1st Infantry Division. In 2016, when Rodrigo Duterte became president, Bautista was tasked to lead the Presidential Security Group.[2] After 10 months in this role, he was promoted to major general and joined the 1st Infantry Division in Mindanao.

When the terrorist organizations Maute group and Abu Sayyaf attacked Marawi City in May 2017, Bautista served as the overall ground commander of the Joint Task Force Marawi. On 5 October 2017, as the battle between state forces and the terrorist groups neared its end, Bautista was promoted to commanding general of the Philippine Army.[3] He retired from the military on 15 October 2018. On 17 October 2018, Bautista took on the role of secretary of the Department of Social Welfare and Development.
