Revised AFP Modernization Program

Republic Act No. 10349 or the Revised AFP Modernization Program Act is a law that amended the original "AFP Modernization Program Act" or Republic Act No. 7898. It was signed by President Benigno Aquino III on 11 December 2012. The law is aimed at building a defense system capable of addressing threats such as the sea dispute in the South China Sea.
The Revised AFP modernization program is divided into three horizons. The first horizon was implemented from 2013 to 2017, the second horizon is from 2018 to 2022 and the third horizon is from 2023 to 2028.
Under the Revised AFP Modernization Program, the Armed Forces of the Philippines can acquire air force, navy and army equipment and materiel in accordance with the need to develop AFP capabilities. It also provided that the acquisition of equipment shall be synchronised with the phase-out of uneconomical and obsolete equipment and weapons in the AFP inventory. It also provides that the AFP shall only entertain offers from suppliers who are themselves the manufacturers of the the equipment and weapons, and that the contracts shall provide after-sales services and availability of spare parts.
The Revised AFP Modernization Program, according to the law, shall be implemented over a period of fifteen years, with a budget of at least P75 billion for the first five years.
