Manuel Monsour Tabib del Rosario III (born 11 May 1965) is a Filipino actor, martial artist, producer, and politician. He is popularly known as a Filipino taekwondo champion and actor who appeared in several Filipino and international action films.

He is the Secretary General of the Philippine Taekwondo Association and member of the Philippine Olympic National Sports Association Martial Arts Council. He was Councilor of the 1st District of Makati from 2010 to 2016 and as Congressman of the same district from 2016 to 2019. He filed his certificate of candidacy (COC) for Senator in the 2022 elections.

He is married to Joy Zapanta-Del Rosario.


Early Life and Education

He was born on 11 May 1965 in Manila and grew up in Bacolod, his family hometown.

He learned martial arts under Joe Lopez-Vito, a Moo Duk Kwan-Tang Soo Do practitioner. He moved back to Manila to study high school and shifted to taekwondo in 1977 as a student of Hong Sung-Chon. Under Master Hong, he attained a Korean 8th Dan taekwondo black belt. He graduated from De La Salle University (DLSU) in Manila.


Career

He was a member Philippine National Taekwondo Team from 1982 to 1989. He was its team captain in his last four years on the team. He ranked first in the Philippines in the Lightweight Division while he was on the team. He was also an eight-time National Lightweight Champion.

He competed in several international competitions from 1982 to 1989, including the:

  • 1988 Seoul Olympics, reached the quarterfinal round
  • 14th and 15th Southeast Asian Games, gold medal
  • 10th Asian Games, bronze medal the World Games
  • World Taekwondo Championships
  • Asian Taekwondo Championships

In 2000, he established a Taekwondo school with fellow Jin Stephen Fernandez named the Olympians Taekwondo Training Center in Fort Bonifacio, Taguig City. He also initiated the Monsour Boracay Taekwondo Challenge, a sporting event for children and adults, in 2004

Del Rosario is the Ambassador of Philippine Taekwondo by the World Taekwondo Federation and a Hall of Famer in the Taekwondo Hall of Fame in Kukkiwon, Seoul, South Korea.

Del Rosario served as Councilor of the 1st District of Makati from 2010 to 2016 and as Congressman of the same district from 2016 to 2019.

On 6 October 2021, he filed his COC to run as Senator in the upcoming 2022 elections. He is running under the Panfilo Lacson-Tito Sotto ticket. He said that he can contribute a lot in the Senate with his experiences in life: as a national taekwondo athlete, as a leader for many Philippine national teams in different international competitions, and his nine years in public office. He believes in his capacity to help through his KKK: Kakayahan, Katapatan, at Katapangan (Ability, Honesty, and Courage).
