Ligaya Flores Fernando Amilbangsa was born in San Juan, Rizal on 9 October 1943. She is a dancer, scholar, and choreographer.
A leader in cultural research and development, she made an extensive research on dance, music and artistic crafts of Tausug, Samal, and Badjao. She was a member of Kasibulan (Women Artist Group of the Philippines), Philippine Council for Culture and Arts, and so on. She has also done many local and international workshops and conferences on dance and music, and cultural conservation and development. In 1992, she staged the pangalay and lunsay dances for the Hwa Yi Ethnic Dance Center.
