The Department of Energy (DOE; Filipino: Kagawaran ng Enerhiya) is the executive department of the Philippine government tasked with preparing, integrating, manipulating, organizing, coordinating, supervising and controlling all plans, programs, projects and activities of the government related to energy exploration, development, utilization, distribution and conservation. The department is headed by Secretary Alfonso Cusi as of 30 June 2016.


The history of the Department of Energy  began with President Ferdinand Marcos’s issuance of Presidential Decree No. 1206 on October 6, 1977, which created the Ministry of Energy and attached the National Power Corporation and Philippine National Oil Company to this new agency. The ministry and its two bureaus, the Bureau of Energy Development and the Bureau of Energy Utilization, remained intact but were downgraded into the Office of Energy Affairs during the regime of President Corazon C. Aquino. It was headed by Wenceslao de la Paz, who reported to then deputy executive secretary for energy Catalino Macaraig, Jr. who was based in Malacanang. During the regime of President Fidel V. Ramos, the department was created with the issuance of Republic Act No. 7638[1], otherwise known as the Department of Energy Act of 1992.

The department was given additional powers and functions through pertinent energy and power-related legislations, such as Republic Act (RA) No. 9136 or the Electric Power Industry Reform Act of 2001, RA No. 9367 or the Biofuels Act of 2006, RA No. 9513 or the Renewable Energy Act of 2008, and RA No. 11285 or the Energy Efficiency and Conservation Act.


The department is headed by a secretary, who is assisted by three undersecretaries and three assistant secretaries. The department has the following bureaus:

  • Energy Resource Development Bureau
  • Energy Utilization Management Bureau
  • Energy Policy and Planning Bureau
  • Oil Industry Management Bureau
  • Electric Power Industry Management Bureau
  • Renewable Energy Management Bureau

The following units, agencies and corporations are attached to the Department:

  • National Biofuels Board (NBB)
  • National Power Corporation (NPC/Napocor)
  • National Transmission Corporation (TransCo)
  • National Electrification Administration (NEA)
  • Philippine National Oil Company (PNOC)
  • Power Sector Assets and Liabilities Management Corporation (PSALM Corp.)
