Arthur Tugade

Arthur Planta Tugade (born 9 January 1946)[1] is a businessman, lawyer and government official. He is the current secretary of the Department of Transportation under the administration of President Rodrigo Duterte.[2]

During the presidency of Benigno Simeon Aquino III, Tugade served as the president and chief executive officer of Clark Development Corporation, which is under the state-owned Bases Conversion and Development Authority.[2][3]

Early life and education

Arthur Tugade was born on 9 January 1946 in Claveria, Cagayan to Francisco Tugade and Lucefina Planta, who were both employees of the Public Works Department.[3] The family moved to Sampaloc, Manila when Tugade was in elementary school.

In 1971, Tugade graduated with a bachelor’s degree in law from the San Beda College of Law, where he was classmates with Rodrigo Duterte. In 1985, he finished his postgraduate studies at the National University of Singapore.[4]

Career and businesses

Tugade was a partner at Bengzon, Verano, Tugade and Escolin Law Office before becoming a businessman and government official. He ventured into global logistics, tourism, information technology and the consumer product industry when he became chairman and president of a number of companies, including Yusen Air and Sea Services, Transnational Diversified Group, TDG Asia Corporation, Easycall Communications, and Harmony Organic Farms.[5]

Tugade owns Perry Holdings Corp., which has 10 corporations in its Perry’s Group of Companies, including Transnational Equipment Leasing, Perry’s Technology, ATP Travel, Perryome, Transnational Trucking and Transglobal Consolidators, Inc.[4][5]

He was sworn in as secretary of the Department of Transportation on 30 June 2016, the same day that Rodrigo Duterte took oath as president.
