Alan Peter Schramm Cayetano (born 28 October 1970) is a Filipino diplomat and politician who is currently serving as the Representative of the 1st District of Taguig-Pateros. He served as the Speaker of the House of Representatives from 2019 to October 2020, as Secretary of the Department of Foreign Affairs (DFA) from 2017 to 2018, and as Senate Minority Leader from 2013 to 2016. He was incumbent President Rodrigo Duterte’s running mate in the 2016 elections.

He was a Top Outstanding Young Men (TOYM) awardee in 2010 for his exemplary work in government and public service.

He filed his certificate of candidacy (COC) for Senator in the May 2022 elections on 7 October 2021. He previously expressed his desire to run for president.


Early Life and Education

Alan was born on 28 October 1970 in Mandaluyong to lawyer and former Senator Renato "Compañero" Cayetano and German-American former school teacher Sandra Schramm. He was born and raised in a political family in Taguig. His older sister, Pia, is an incumbent Senator; his younger brother, Ren, is a former councilor of Muntinlupa; his youngest brother, Lino, is the Mayor of Taguig; and his wife, Lani, is the representative of the 2nd District of Taguig.

He finished his primary and secondary education at De La Salle Santiago Zobel. He obtained his Bachelor of Arts Degree from University of the Philippines (UP) Diliman in 1993 and Juris Doctor from the Ateneo School of Law, with 2nd Honors, in 1997.

He was elected as Student Councilor at the University Student Council in UP Diliman in 1990 and was elected Chairman of the National Capital Region (NCR) Chapter of the National Movement of Young Legislators.


Career

In 1992, Cayetano was elected as Councilor in the Municipality of Taguig. He was elected as the Majority Floor Leader of the Municipal Council. He served as Vice Chairman of People’s Law Enforcement Board and as Member of the Municipal Peace and Order Council, Municipal Disaster Coordinating Council, Committee on Rules, Committee on Appropriations, Committee on Ways and Means, and Committee on Franchise.

He served as Vice Mayor of Taguig from 1995 to 1998.

In June 1998, he was elected as Representative of the Lone District of Taguig-Pateros and as Assistant Majority Leader. He was a member of the Committee on Rules, Chairman of the Oversight Committee on Bases Conversion, Vice Chairman of Committee on Suffrage and Electoral Reforms, and Chairman on Sub-Committee on New Schools, Committee on Basic Education. He was also a columnist of Compañero y Compañera (People’s Tonight).

He was a member of the Judicial and Bar Council from November 2001 to April 2003, member of the Board of Regents of the Technological University of the Philippines (TUP) from 2001 to 2003, and member of the Board of Regents of the Polytechnic University of the Philippines (PUP) from 2001 to 2003.

He was reelected as Representative of the Lone District of Taguig-Pateros in 2001. He also served as Deputy Majority Leader, Vice Chairman of the Committee on Rules, and Ex Officio member of all standing House Committees.

He was reelected as Representative on his third term in 2004. He also served as Senior Deputy Minority Leader, Ex Officio member of all standing House Committees, and Spokesperson of the Impeachment Team in 2005 and 2006.

In 2007, he was elected as the 8th Senator in 2007. He also served as Chairman of the following Committees:

  • Blue Ribbon/Committee on Accountability of Public Officers. As such, he headed the investigation of the NBN-ZTE deal, steered the continuation of the Fertilizer Scam investigation, and steered the continuation of the investigation of the cash giving scandal in Malacanang.
  • Committee on Education, Culture and Arts. As such, he passed RA 9500 or the University of the Philippines Charter Act of 2008, initiated efforts to make educational loans and scholarships easily accessible to deserving students, sought more funds for basic and tertiary education, and fought for better compensation for public school teachers. He also authored RA 10648 or the Iskolar ng Bayan Act in 2014.
  • Committee on Mass Media and Information. As such he filed for the Freedom of Information (FOI) Act which was passed in the Senate during the 14th Congress.

He was Senate Minority Floor Leader in 2010, where he championed the cause of orphaned, abandoned children, and vulnerable workers and actively participated in investigations pushing for the resolution of the alleged poll fraud cases of 2004 and 2007. He was also an Ex Officio member of all standing committees.

Cayetano ran as Vice President and running mate of Duterte in the 2016 elections but placed 3rd in both unofficial and official vote counts.

He was appointed as Secretary of the DFA in 2017. It was revealed in January 2018 by Congressman Gary Alejano that Cayetano approved the Chinese Institute of Oceanology of the Chinese Academy of Sciences to perform a scientific survey of the Rise. As the agreement only allowed majority of researchers to be Chinese, French researchers and Filipino counterparts were not allowed to research on the said area.

In March 2018, he reiterated that the West Philippine Sea is “disputed,” a claim backed up by Presidential spokesperson Harry Roque, which effectively made it as the Duterte’s administration’s policy on the West Philippine Sea.

In 2019, Cayetano was named as the 22nd Speaker of the House of Representatives. He agreed to share his term with Marinduque Representative Lord Allan Velasco, while 1st District of Leyte Representative Martin Romualdez agreed to become Majority Floor Leader.

He was Chair of the Philippine SEA Games Organizing Committee (PHISGOC), a private organization tasked to organize the 2019 Southeast Asian Games. As such, he led the establishment of the New Clark Athletics Stadium, New Clark City Aquatics Center, and the Athlete’s Village.

However, as Chairman of the PHISGOC, Cayetano has at least Php 6 billion at his disposal. The PHISGOC has direct control over the Php 1.5 billion of the SEA Games hosting fund. Even before the SEA Games opened, foreign athletes waited for hours to reach their hotel upon reaching Manila. PHISGOC also received flak over the controversial Php 50-million SEA Games cauldron. He dared critics to hold him accountable for the SEA Games mess. His sister, Pia Cayetano, also took offense when Senator Risa Hontiveros delivered a privilege speech and called for a legislative probe into alleged irregularities in the funding of sports facilities used in the 2019 SEA Games. Cayetano said accused Hontiveros of using the Senate as a platform to politicize the project and to undermine its importance to Filipino athletes.

As House Speaker, Cayetano led the denial of the franchise renewal of the country’s biggest network, ABS-CBN, due to a number of issues surrounding the said television network.

In October 2020, Cayetano filed his resignation as House Speaker and paved way for Lord Allan Velasco to assume his position.

In January 2021, Cayetano formed a bloc “BTS sa Kongreso”, which was named after the K-pop band BTS of South Korea. BTS sa Kongreso also included Mike Defensor, LRay Villafuerte, Danilo Fernandez, Raneo Abu, and Jose Antonio Sy-Alvarado.

Cayetano’s Php 10,000 ayuda or assistance helped food security frontliners such as the 40 poultry and livestock raisers from Bulacan, Pampanga, Tarlac, and Nueva Ecija through the Sampung Libong Pag-asa program. As of 11 October 2021, 11,932 families have already received the cash assistance.

He filed his certificate of candidacy (COC) for Senator in the May 2022 elections on 7 October 2021. He, who runs as an independent candidate, was accompanied by his wife Taguig 2nd District Representative Lani Cayetano.
