COMMODORE PATERNO E LABIANO AFP (MNSA) was born on 23 September 1951 in Cagayan. In 1971, he left Central Luzon State University in Nueva Ecija as a student of Bachelor of Science in Agricultural Engineering. He graduated in February 1976 his Bachelor of Science Degree at Philippine Military Academy (PMA), Baguio City and had finished three semesters of his Master in Business Administration in St. Louis University, Baguio City.
His military career spans 33 years of both sea and shore assignments in the fields of operations, intelligence, logistics, education and training and manpower administration. He was appointed Ensign, Philippine Navy in the Regular Force in February 1976 and his first duty assignment was being the Duty Officer of PS30 in June 1976. From there, he assumed various responsibilities such as Operations Officer of PF4 in 1978; Presidential Officer of the Presidential Yacht (Ang Pangulo TP25) and other junior billets aboardship; Instructor at HAG, PMA in 1981; Admin Officer of HPMA; Deputy ACS for Logistics at J4, PMA in 1987; Deputy Commander of TF11, Phil Fleet in 1994; Deputy ACS for Operations at N3, HPN in 1997; Superintendent, NSC, Naval Education & Training Command (NETC) in 2002; Commander, Naval Task Force 71 in 2003; and Chief, Special Service, AFP, prior to his assumption as the 26th The Adjutant General (TAG), AFP on 16 Nov 2005.
He also took several civilian and military career courses, both local and abroad. Among his civilian courses were Special Security Management, NISA Makati in 1982; College of Security Studies APCSS, Hawaii, USA in 1998 and Master in National Security Administration in 2002. Among his significant military courses were Naval Officers Qualification Course at Naval Training Command in 1976; Office Management Course at NDF in 1979; Accounting Financial Management and Computer FORTRAN IV at PMA in 1981; Intelligence Officers Basic Course at Naval Intelligence Training Institute in 1987; Supply Management Officers Course (SMOC) at Quarter Master School (QMS), Virginia; General Staff Corps at NETC in 1997 and Joint Command and Staff Corp in 2001.
He is a well-seasoned SEADOG. As such, he is one of the few Navy Officers who circumnavigated half of the globe when he brought home one of the newest vessel of the Philippine Navy, the Logistics Vessel LC550, sailing from the Caribbean Sea, Atlantic Ocean passing through the Panama Canal, hugging the equator passing the South Pacific Islands through the Guadal Canal passage to the Philippines. Thereafter, he handled almost all the different types of Navy Vessels including the PN Flagship Rajah Humabon (PF11). He had brought Navy bottoms (ships) all over the country and around Asia as well.
His faithful years of dedicated service were aptly recognized with a Distinguished Service Star, 7 Military Merit Medals, 3 Military Commendation Medals, 2 Long Service Medals, plaques of recognition, 4 badges and several commendations.
COMMODORE LABIANO is married to Zaida Santos and blessed with two daughters and a son, namely, Paz, Pat and Patricia.
