Pact of Biak-na-Bato

On August 1897, Pedro Paterno offered to negotiate between the government and the leaders of the revolution to Governor-General Primo de Rivera. Rivera accepted. The Spanish government offered the leaders money, safe conduct and free passage Hong Kong. They accepted to be exiled to Hong Kong. they signed the agreement on December 11, 1897. They knew that the Spanish would just trick them so they surrendered guns which were broken and not in good condition. They were going to buy arms in Hong Kong with the money they got for their exile. The Spanish government thought they would be silenced and they would start treating the Filipino's badly again but the Filipino people really wanted freedom. The revolutionary leaders soon came back later on January.
