Duties as Treasurer
His primary responsibilities are 1) to direct the formulation of policies on borrowing, investment and capital market development; 2) formulate adequate operations guidelines for fiscal and financial policies; 3) maintain books of accounts of the National Government cash transactions; 4) manage cash resources, collect advances, and guarantee forward cover fees due to the National Government; 5) control and service of public debt, both foreign or domestic; 6) issue, service and redeemgovernment securities for the account of the National Government; 7) manage the Securities Stabilization Fund; 8) bond all accountable public officials and employees; 9) take charge of the custody of financial assets of the National Government, its agencies and instrumentalities; and lastly 10) implement special laws that vest in the Bureau of Treasury the certain aspects relating to fiscal and financial administration of the government.
