From WikiPilipinas: The Hip 'n Free Philippine Encyclopedia
The Institute for Labor Studies (ILS), established by virtue of Executive Order No. 251 signed by President Corazon Aquino, is a component of the Department of Labor and Employment (DOLE) envisioned to be responsible in providing technical support in policy-making and in the implementation of program thrusts of DOLE. It is also to provide more comprehensive and innovative research to support the Department's policy recommendations (or critique policies), legislation and programs. Moreover, ILS is deemed to advise DOLE in policy review and formulation, as well as in program implementation. ILS traces back its origin to the Institute of Labor and Manpower Studies (ILMS), which was created on 21 December 1974 through Presidential Decree No. 620 signed by President Ferdinand E. Marcos.
