Henry Allen Cooper
Henry Allen Cooper was a United States representative and the chairman of the House Committee on Insular Affairs of the U.S. Congress who authored a bill that came to be known as Philippine Act of 1902 or Cooper Act. The bill, filed in 1902, sought the formation of a first Filipino-controlled legislative body in the Philippines during the American colonial administration.
