Gerry Roxas Foundation is one of the oldest foundations in the Philippines. It was organized in 1958 as an educational trust providing scholarships to poor but deserving youth in Capiz.

Today, GRF is a development foundation with national and regional programs for leadership development, governance and democracy, health, environment, justice and development finance.

Professional development managers, trainers, research specialists, facilitation specialists and a development communication specialist man the foundation. The GRF is accredited by the Philippine Council for NGO Certification (PCNC) and is a member of the Association of Foundations. Currently, the GRF Chairman is the Chairman of the Association of Foundations. The foundation organized the Consortium of Centers for Local Governance, a group of 8 academic and training institutions nationwide involved in governance and development management.

The GRF operates a Center for Local Governance, which provides services and facilities for capability building and technical assistance to local government units and civil society organizations on development management, democracy and governance. Areas of expertise include program/project development and management, organizational development, research and policy advocacy, planning and budgeting, networking and resource mobilization, monitoring and evaluation.

The GRF has a Resource Center that provides services such as event management, customized training, facilitation, research and documentation. Facilities of the Center include a Convention Hall and training rooms with state-of–the-art facilities, a dining room, lodging and a Communication and Information Center that provides services on data banking, design, publishing and printing of newsletters, brochures, posters and flyers.
