Francis C. Chua

Francis Chua is a Chinese-Filipino businessman. He is the Honorary President of the Federation of Filipino Chinese Chambers of Commerce and Industry and the President Emeritus of the Chamber of Commerce of the Philippines Foundation. He also served as the Special Envoy on Trade and Investments to China. He is currently the Honorary Consulate General of the Republic of Peru.



Francis Chua graduated from the University of the Philippines in 1967 with a Bachelor of Science degree in Industrial Engineering (Cum Laude).

Professional career

Business profile

Chua has been a Director of the Exchange since 2010. Chua previously served as the Treasurer form 2000 to 2002. He is the Chairman and President of BA Securities. He serves as the President of the Philippine Satellite Corporation and Vice Chairman and Treasurer of Mabuhay Satellite Corporation. He is also a Director for Basic Diversified Industrial Holdings, Inc. and Basic Consolidated International, Inc. and Vice Chairman of Basic Energy Corporation. He has recently been appointed as a Director for Negros Navigation Company, Inc.


Chua also served as a Philippine diplomat on several occasions. Chua is currently the Special Envoy for Trade and Investments of the Department of Foreign Affairs and the Honorary Trade and Investment Representative of the Department of Trade and Industry since 2002. He is also the Consul General, Honorary Consulate General of the Republic of Peru in Manila since 2006.

He was twice appointed by former President Gloria Macapagal-Arroyo in 2007 as the Special Envoy on Trade and Investments. Chua was with Arroyo on the Hainan trip and witnessed the signing of the trade cooperation between China’s ZTE group and the Department of Transportation and Communication.

Chua also serves as the Special Advisor on Economic Affairs for the House of Representatives since 1997 and is also a member of the Board of Trustees of the Technical Education and Skills Development Authority since 2006. an affiliate of the Philippine Chamber He is the Honorary President of the Filipino Chinese Chamber of Commerce and Industry, President Emeritus of the Chinese Chamber of Commerce of the Philippines Foundation and President of the Philippine Chamber and Commerce and Industry and Vice Chairman of its affiliate, the Universal Access to Competitiveness and Trade. Chua is a member of the UP Board of Regents, the highest governing body in the UP System

Awards and recognitions

Chua is the recipient of the University of the Philippines Alumni Award for Community Service in 2006 for National Level. He is also the beneficiary of Dr. Jose P. Rizal Award for Excellence in Business and Entrepreneurship in 2004.
