Run by the Commission on Higher Education, in partnership with colleges and universities all across the country, the academic credits awarded through the program can be used to work towards a corresponding degree in the applicant's preferred field.

The program is open to all Filipino high school graduates or with higher educational attainment, who are at least 22 years old and have been employed for at least five years in the field or industry which s/he is applying for an equivalency.

Applicants must be able to provide an authenticated birth certificate, a service record, his/her most recent academic record, other certifications of his/her competency in the field applied for equivalency such as certificates of training and workshops completed, and an accomplished ETEEAP application form.

Accreditation by the participating college/university will be made based on any or all of the following: through credit transfer earned through formal education; through the evaluation of non-formal means of education such as workshops attended; through the assessment of informal methods of education by means of written and oral examinations, product presentation and skill demonstration; and through the evaluation of a portfolio compiled and presented by the candidate.

In the case that a candidate needs further knowledge or skills for the necessary degree, s/he will be advised to participate in other competency enhancement service programs and return for reassessment.

Applicants, however, are required to pay for the cost of the assessment program.
