Construction Manpower Development Foundation (CMDF) is an attached-agency of the Department of Trade and Industry mandated to oversee the development of human resources of the construction industry in all levels - skilled craftsmen, engineers, supervisors, managers and contractors. It draws up an overall construction manpower development plan and relevant strategies, and develops/implements manpower training and certification programs.

To be able to reach its mission of developing globally competitive human resources for the construction industry, it was given key functions: training of construction workers and certification of construction engineers (project supervisors to project managers).

The training focus of Construction Manpower Development Foundation are quality, productivity, livelihood, and management competence.
