Palawan Council for Sustainable Development is a non-government organization located at 122 West Ave. Quezon City. It is a body that was launched to legitimize the Republic Act 7611 or the Strategic Environmental Plan (SEP) for Palawan Act. It is a multi-sectoral and inter-disciplinary body which is encharged with the governance, implementation, and policy direction of the SEP directly under the Office of the President of the Republic of the Philippines. Atty. Joselito Alisuag is the Executive Director of the organization.
PSCD is headed by a chairman ( elected among the members of the Council every three years), vice chairman and Executive Director which acts as the Secretary. Members should include: Congressmen from the two districts of Palawan; Governor of Palawan; Deputy Director General of National Economic & Development Authority; Undersecretaries of Department of Environment & Natural Resources; Department of Agriculture; Mayor of Puerto Princesa City; President of League of Municipalities of Palawan; President of Liga ng mga Barangay; and, representatives from the Office of the President, Palawan Provincial Board, Non-Government Organizations, Military, business, tribal sectors and the Philippine National Police-Provincial Command.
The ultimate function of this Council is to promote the development, conservation, management, protection, and utilization of the natural resources of Palawan. Thus, formulation of plans and policies in carrying out the provisions of SEP is necessary. The goal will be pursued effectively if there is coordination with the local governments, private agencies and organizations for cooperation and assistance. Arrangement of funding from domestic and foreign sources to carry out the activities and purposes of the SEP is also a necessary function so as the recommendation to Congress of the Philippines such matters that may require legislation in support of the objectives of the SEP.
